I just read on NY Times online that The National Endowment for the Arts at last publishes guidelines for arts groups that seek to be part of the $50 million stimulus bill. The agency announced that funds will be distributed to state art agencies and regional arts organizations that will further grant it to other subgroups. Another proposed idea is also to make it available for nonprofit arts organizations through a competitive application. Nevertheless, it is the survival of the fittest! Those who propose cost-effective programs and fit into the goal to maximize as much of the money distributed will be given priority to come through.
